Fuel system issue. Help please.

Trying to be concise here so here it goes:
1996 Integra LS Sedan.
Some background: The car only starts when you pump the gas a few times. Bogs a lot but after awhile, it starts. CEL 90 pops up...
Things I've done: Check the ignition timing, its at 16 BTC (red line) stock. Replaced fuel filter. Main relay solders aren't cracked, fuel primes as usual.
Things I think that needs to be done: Changing the fuel pump.
Any help would be appreciated. And if you tell me to search, gimme some keywords please.

thanks for the response but CEL 90 is actually:
Evaporative Emission Control System leak detected in the fuel tank area
that's why I'm assuming the fuel pump is going bad...?

Bump for some advice place.
Update: Cleaned the Idle Air Control Valve. Still haven't replaced the fuel pump.
(but it might not be that) Car took 20+ more tries just to start it.
Turn key, cranks to about 900RPM, falls immediately...takes awhile to start.

sometimes the main relay looks fine when really, they're going out.
does mike have an extra relay?
borrow one or something.
it most likely wont be the problem, but it doesnt hurt to try.
