My son brought home a 100 usd 86 civic hatch that we cannot get thru emissions, hydros are too high and it is my understanding that to adjust a/f mixture at the screw on back of carb is for idle mix only and that if you de-vac it runs rich anyway.

Any ideas on how to crack this nut, I am thinking about just de-vacing the whole car and milling a carb adapter and putting on a 2 bl holley with an elec choke and mech secondaries, anybody done this?
