Acura Integra All Integra Except ITR

I need quick help on my timing adjustment for my '90 Integra!!!

Default I need quick help on my timing adjustment for my '90 Integra!!!

Car will not start. I adjusted everything correctly but I can't loosen the bolt for the intensioner to adjust the bolt because the bolt might be stripped. I've tried the 14mm socket but it'll strip it. Is there a socket that measures 13.5mm or something like 18/32 or 19/32 because I also tried the 17/32 and it works slightly better than the 14mm socket. I do not know what tool I can use to take out the bolt and replace it, plus it is in a really tight spot so I need help with that. I am trying to fix that and hopefully the car will be running. Sorry if I got any wording wrong. I am a noob. Sorry for the hassle everyone. I just need quick help. Thanks for your time!

Remove the crank pulley so u can remove the lower cover. then you can use a wrench
