RPM Gauge NOT Working - Electrical? What Is Wrong?

ECU: B16B PCT CTR
Cabin Harness: 1998 GSR
Engine Harness: 2001 ITR
Distributor: 1997 LS (1Leg Cut)
Problem: After splicing in some different connector's to hook up all the proper sensor's and all. I started up the car on the stock P72 ecu. Car's RPM's didn't work. I knew i had worked on those wires that were cut.
All the color's matched besides for the 2. There was 2 blue wires with silver stripes that were duplicates. I was informed that 1 is a dead wire and doesn't do anything because it is pinned out. So I swapped them just in case to see if that would fix the RPM problem. Still didn't work.
So now i am at a dead end and not knowing why my RPM gauge doesn't work. What could possibly be NOT sending any signal at all to the gauge for it not to register?

Bought this 1998 gsr shell. Had some of the plugs cut to the cabin harness. So i respliced them temporary just to get the car running and what not.
When i was wiring up the plug for the engine harness. All the wires matched up fine. I ran into a problem though.
You can see in the picture provided that 2 wires from the cabin, and 2 wires from the connector are EXACTLY the same.
Solid Blue with 2 Silver Stripes.
I have no clue what they are for and if it okay how i have them. They could be hooked up to the wrong ones but i have no idea.

2 IDENTICAL WIRES THAT I HAVE TRIED BOTH WAY TO CHECK RPM GAUGE

THE SSBP BEAST COMING BACK FROM THE GRAVES
