O2 Oxygen sensor wiring issue......

Okay, this is the deal. I got my car back from the tuner and he said my OEM narrowband O2 sensor is reading 3.5V. Well, as you all know that is not right as a narrowband O2 should read no more than 1 volt. Well, I got back to the house, plugged in my Hondalogger and sure enough it is reading 3.5V. I had the car at idle and with the Hondalogger on I unplugged the O2 senson connector unde the IM and looked at the screen and it is still reading 3.5V. Ok...sounds like a wiring issue right? That is what I thought. Now I do electronics repair on military aircraft for a living so I am not stranger to wiring and checking for shorts and such. So...none of the wires are short to each other and the heater ground and sensor ground check out just fine. I get 12V to the heater....so WTF? I am pretty sure the Hondata Hondalogger reads real-time unless I am wrong LOL. And just for ***** and giggles I checked out the O2 sensor itself and it Ohms out fine. So....any ideas guys?
