I am thinking of purchasing a 2007 Civic Si Sedan and how much am i looking at to achieve 280whp? and what upgrades do i need to get besides turbo.... or supercharger.

Depends on what your trying to do, theres someone on here or the 8th that has a 500+ whp. SOmeone correct me if im wrong....

Your best bet and probably the cheapest would be to get a Comptech Supercharger setup along with a Race header/intake/exhaust combo. Follow that up with upgraded brakes to handle the extra power and some lowering springs to spice up your ride's look and you should be good to go and making close to 280whp. Might now reach that number.....but it's still a good setup to go with that is also very reliable.

The OP said besides turbo or supercharger, but to be honest, you'd have to spend a S**Tload of money to get 280whp without either of those.

Only achievable way to hit that number is either turbo or supercharger at the moment. Easiest way, and cost less than all motor. You can run a piggyback K-PRO but thats too much work, money, and time your going to have to spend, so IMO, easiest way is what RICO_ said.

I believe the guy you are talking about has a k24/k20 or a full k24 swap, but the only person I have heard say he has 500+ hp is him so...idk.

You're gonna have to spend some money to get those kind of numbers. And if some bonehead tells you to just get a 100+ shot of NOS....be sure to kick his nuts in for me! 
I think "Brian Crower" makes a stroker kit for our cars.....but that's an even MORE expensive route to go....and being that there is no custom tuning solution for the K20Z3 yet, then it's pretty much pointless to go that direction.
