94 Accord - Failed CA smog after light mods.
I have a dilema....
A year or so ago I installed an ebay special cold air intake into my 94 Accord Ex.
Around the same time I replaced the exhaust manifold, also with an ebay special header, to replace my leaking stock manifold. I thought I wouldn't have any problems when it came time to smog.
To my HUGE surprise I failed smog yesterday, not because it actually failed the emissions tests (which it didn't), but because of the "visual inspection".
The handwritten notes on the report as as follows:
- Exhaust manifold modified, has racing header, no EO#
- Modified PCV system, intake tube mod, no EO#
- FIA Control Solenoid Modified
Keep in mind, the car is a wreck and I want to get ride of it, but this makes it difficult. All I really want is $1K for it, which CA would even pay me since I failed smog, except for it is modified, which disqualifies it for that program. It is also hard to sell a car that won't smog. I really don't want to repair it, just to dump it (I am really wishing I had kept the OEM parts a little longer).
Questions:
Advice?
Does a cold air return seriously always fail a smog test, or is it the way I did it?
What is an EO#?
Why the #$%%@# would a "racing header" matter? (or does it)

MY friend failed a smog on his BMW. He had to remove the cold air intake and install the original. You failed the visual because they are looking for factory equipment. Reinstall the factory equipment and get it smog again.
Just put stock stuff on there.
You should know in Cali how strict they are. It's obviously not carb legal if it's a shitty ebay one. How hard is it to go to a junkyard and get stock stuff? Spend a fraction of the price and it'd pass.
