Sort of, as long as the block code exists in the US (B18C refers to B18C1 or C5 for instance) and all the US emissions equipment is hooked up and working they are smog legal. This isn't new though.

It seems to me the D15B vtec is smog legal, but check to make sure. I'm in new brunswick canada, we don't even have any kind of smog testing here, but i've read up enough on the california stuff to understand how the law works for the most part. D15B vtecs are fun little engines btw, i have on in my sedan and couldn't any happier with it.

they made them from '92 - '94 for sure, probably '91 as well and unlikely in '95, reason being that japan is usually 1 year ahead of us. I've never really understood why california requires the engine to be the same year or newer than the chassis. for example '92 - '95 D16Z6s are all exactly the same thoughout the production, and a '92 should put out exactly the same emissions as a '95 all other things being equal, yet its illegal to drop a '92 Z6 in your '95 hatch, makes no sense to me.

Technically no, although had the engine not been an A1 you might have gotten away with it, so far as i know honda only puts a date code on the head casting. The A1 kind of automatically scews you over as they stopped making them after '93
