First you must mean D16a6, not B16.

The thing you circled is part of the emissions controll system (purge cut off valve or something related to it) it shouldnt have any effect on how your motor runs, the part on the left side of that assembly is the map sensor.

I'm gonna guess that your probably going into limp mode (which sets a rev limit of 3500 rpm) check you ecu for CEL codes.

just to make sure i got the wiring right, the c1 wire goes to the blue/green, and the c2 wire goes to the blue/yellow, and then the rest is all color matching ? and there 2 white ones, one bigger then the other one. correct ?

When you do a multi point FI swap don't you have to swap 2 wires around that go to the tps sensor?

Since the dizzy is mostly color matchig for the wires have you tried to swap the 2 white wires around to the others? to see if that makes a difference.

Try reseting your ecu.. you know now that your wiring is correct.. it starts and runs.. pull your hazard fuse for 10sec.. check the cond. inside the cap, I usually scrape off build up on the little prong thingy's that are inside the cap and scratch the **** off the rotor.. check your plugs too. weird problem their bud..
If all fails.. start checking the resistance against the terminals in the dizzy.
