1999 GSR Idle & vtec problems........ HELP

OK, i had my car serviced at Honda, all was good before the service, but when i received the car back i noticed that slowing down to a stop light or anything with the clutch in that the revs would drop to zero and the engine would near choke, then idle would rise back to normal again...
That is the idle problem, it happens most times but sometimes the car runs fine...
Now, just before 5000rpm the engine seems to lag, and vtec does not kick in till 6000rpm...
Before you all say take it back to the dealer (Honda), i have done that twice, and twice the mechanics there told me its the (cold start valve) and that they are not responsible for it... Now, i dont think it is the cold start valve because that would not affect vtec and the idle problem only occurs when the car is at operating temperature..
So please someone help..... because the honda dealer wont fix it for me...

First of all, I would not tell you to take it to a dealer, second, that's not VTEC, that's the butterflies opening up in your IM. Is it a stock GSR?? You can barely even hear VTEC engage.

No i don't have a stereo system in my car,,, why would that influence idle??
It is a stock GSR as such, but i have a whale ***** cold air intake so yes i can hear the vtec engage, usually it was around 5200-5400rpm but now its exactly at 6000rpm which is not correct.

same problem. but mine will sometimes die during the rpm drop otherwise the idle problem is the same. VTEC is the same except it doesnt engage at all and if i get on it its got power til about 4400 then it ***** out and it doesnt want to rev past 7000. it does that in 1st gear 2nd gear and in third gear around 6k-6500 rpm its like i have a gov and i wont let me accel hard anymore. if i put it in 5th ease on the throttle it wont let me get past 100mph same thing as third when i get on it in 1st 2nd and third. I have tried a VTEC solenoid and ecu outta buddies car which runs just fine. its throwing 2 codes 22 and 67 which is "VTEC system malfunction" and "Catalyst system efficiency below threshold" how would i fix these 2 codes. i have stock fpr and a high flow cat and replaced the Oxygen sensors with the Universal Bosch sensors.
