1991 Hatch Rear Brakes Scraping

Default 1991 Hatch Rear Brakes Scraping

I was wondering if someone could help with a little brake problem I'am having. Story goes like this, replaced rear shoes with wagner thermoquiet, and new drums and springs. When coming to a complete stop the brakes make a scraping sound at around 5MPH to stopping. Thought drums could be warped even though there new(China), bought new ones still the same noise. I adjusted brakes to little drag to no drag and sound still present. I was wondering should I have drums turned, possible to have another warped pair(China drums), or is this normal break in sounds. Can't remember if the last time I did the rear's if this sound was present initially.

Sorry for length.
Any help will be greatly appreciated.
