Blockguard question
I bought a gsr engine and put it in my car a while back. The engine has 11.5:1 cr pistons but other than that the block is stock. Well the engine never ran right it was sluggish and it never had much power. Did a comp test and leakdown and all was well. I took the head off and straight edged the block and head and everything was good so that wasn't it. When I took the head off I noticed that the block had a blockguard. I measured the bore size and found that two of the cylinders are ever so slightly out of round (by about .25mm). There is no scorring on the cylinder walls though.
My two questions/theories............
A) The car was never tuned so is thats why it never ran right?
or
B) The out of round shape (even though its very small) of the cylinders caused a big loss of power? Even though the comp/leakdown, straightedge were good and the cylinder walls show no scorring........makes no sense though.
Any suggestions would be appreciated.......

no tune & no vtek = 95whp on b16a with no vtec 
prob just a very bad car that needs a major tuning. if compression check out you should be fine. you mentioned hight comp, then you should be putting over 200psi, if that then your good
