Default 97 accord no start

ok so my car got water damage. very slight.
now it wont engage starter.
tested battery power.. good
tested signal wire no power.
then i checked all the fuses. good. power on both ends.
then i noticed when i turn the key to on position,
the check engine light stays on and the d4 light stays on
in the shifter light section

i have scanned the computer but it wont comunicate with the ecu.
