How can they claim these are street legal?

I was looking at that page and it says all of their colors are street legal. Aren't any HID's added to a vehicle that they are not stock on illegal? If that's the case how can they claim theirs are street legal? Can you even legally add HID's to any vehicle?

I think the issue is that they are not specifically declared illegal anywhere in the law. However, any lights that are not specifically legal, are illegal, and they fall into that category.
There are specific regulations set by the NHTSA concerning headlights. Any manufacturer that produces headlights that conform to the requirements, can declare their lights a "DOT Approved" (yes, self-certified), regardless of the legality of actual use in any given state.
The reason a HID kit is illegal, because you aren't using the bulb that the manufacturer tested and certified the headlight with. For a retrofit, you're not using the optics that were tested and certified. Anything not certified is illegal.

An amusing statement, considering that 3000K "yellow" is not legal in the US (Yeah, I like yellow lights too, but yellow is not a legal headlight color). Additionally, it doesn't say that the kit is legal, just that the colors are.
