Default can i do this?

i had just figured out that my p28 in my gsr civic is a automatic ecu, i have a p28 that is a standard one but will it work good on my gsr without having it chipped?

No, won't work well. Your engine wants a P72 ecu.

i think that the automatic ecu is chipped can i take the chip from that one and swap it into the other ecu?

As long as the other (standard) ecu is socketed and can accept the chip, than yes, you can...
