Whats the deal?
Ok, I just put installed Skunk Stage 2 cams, cam gears, ti valve spings, ti retainers, intake manfold, fuel rail, and a fuel pressure ragulator. Right now the cam gears are set at 0 0. Heres my problem : whenever I let off the gas and am in gear, just to slow down a bit, and then hit the gas again, it feels (and sounds) like the car is out of gas for about 1-2 sec. Is this because the cam gears are untuned? or am I having fuel problems?

you need to get it dyno-tuned.
slapping **** into your motor will only hurt it if you do not tune it.
BTW, all those parts are not gonna yield you that much power. I was going to go the same route about a year ago, and decided not to.
Fuel rail and FPR are worthless unless you supercharged or turbo'ed your B16A2 (you do have a 99 Civic Si) IMO.
But...if you insist, look to get a lightweight flywheel, JDM final drive, & LSD to help put more power to the ground.
