thermal fan switch to blame?
i recently connected a disconnected radiator fan, it was like that when i bought it. Now when i turn my key to acc the fan turns on, i know that if you short the thermal fan switch then the fan is supposto turn on when the key is in acc. But since the fan turns on(in acc mode) even with out shorting the thermal fan switch then where could the problem be?(looking at a haynes manual btw)
do you have AC? maybe thats on, which the radiator fan automatically turns on.
otherwise, the previous owner probably disconnected the radiator fan because it shouldnt shut off.
check the fan relay.
ditch the haynes manual btw. download or buy the honda factory service manual.

well checked the relay and it works fine, in acc there is power going into the relay which should not be happening.
i think i found where the switch is(just above the oil filter and close the the pcv tube right?) and the two wires are still there so i think the switch is stuck "on"

thats the right thermo switch right?
