Default .03" milled head...when do I adjust valves?

Just so everyone knows, I searched and found some answers but I would like some more clarification.

When I set the valve lash after replacing the timing belt, do I set it when the cams are at TDC and then advance the cams 2 degrees? or do I set everything to TDC (cams and crank), adjust the belt tension, advance the cams, and THEN DO THE VALVE adjustment?

Basically, when do the valves need to be adjusted? Before advancing them when they are at TDC, or after advancing them 2 degrees when they are no longer at TDC?

Thanks in advance for your answers. I would appreciate only real answers and not a bunch of comments ragging on my post. Thanks much!

When each cylinder is at TDC.

And also.. if youre changing your belt, heres another step by step guide.. go through it and double check you did everything the right way

Just look at the cam position.. the degree of the crank doesn't matter.
