Default Odd behavior from auto trans

This is in an '88 DX with auto transmission. Anyway, if I'm cruising at very light throttle settings (like 5% open or less) the torque converter starts to lock/unlock constantly until I step on the throttle or completely release it... at least I think that's what's happening. The rpm will jump around by between 50-150 rpm depending on the vehicle speed.

My first thought was an improperly adjusted TPS, but I'm not familiar with these transmissions. Is this a common issue and if so can anybody tell me what might be causing it?
