Lapping license in the US?

To make the story short, the FSAQ (same as SCCA but in Quebec, Canada) has made this new rule for anyone who wanted to go lapping, they need a Grade B license (lapping). This is quite ridiculous. Luckily there are a few lapping clubs that are not affiliated to the FSAQ which avoids this extra fee. Most competitif solosport has been design around the SCCA rules but they (FSAQ) decided to "invent" this new lapping license. To me, they just want our money.
I just wanted to know if such stupid license exist in the US.

This is not a new licence, it's there since 2006. Now at this point, i don't know what to say...Now you start talking about money? i don't thing that we should start that...Compare apple with apple. How does it cost to be a member of your non-sanctionnized club compare to a sanctionned club + a licence?
For the people, that don't know what the licence is all about. It's simple. It was created back than in order to recognized the driver ability to run properly/safetly on a roadcourse in lapping. The intent of the licence was to make easier when a driver was going from club to club event and had difficulty to have their experience recognized or the Club had difficulty to evaluate/trust a driver that they have never seen before. Simple as that. We have logbook and a Licence. Now the licence is 30$ this year and the rumour is that next year it will go down to cover the cost of it only, something like 10$ for a year...

That actually doesn't sound like a terrible idea, especially for the price. I know switching between different groups here requires some kind of reference depending which group and "class" you'd be running in (noobs wouldn't need one, and wouldn't have one, but would be classed appropriately).
Whatever the case, SCCA people wouldn't be able to tell you anything about such a license because...no such license exists here.
