B16A2, CEL 61...need a little input

My car has been choked up under ~3,000 rpm for a while now, but I haven't been able to find the problem. I finally got the CEL on the other day, and it's throwing code 61 (primary O2 sensor).
So my question is pretty simple I guess. Is it possible for a bad O2 sensor itself to cause the car to bog down heavily at low RPM? Or is it more likely that the O2 sensor is still good and detecting a bad mix due to whatever problem is causing the car to bog? I just don't wanna go on a wild goose chase.

Yeah, strangely my mileage has been significantly better since the bogging started.
Unfortunately I don't know a single thing about what a CEL from the primary O2 sensor means.
