Default Wiring oh my! (GSR Cluster->CRX)

Here's the lowdown. I've already swapped in a 94 GSR cluster into my 89 CRX HF. I also have a 94 B18C engine so it should work fine. But it doesn't. (VSS is out of a 96-00 civic with the gear off of the B18C stock sensor).

I've wired the back of the cluster (Orange wire, Pin B11 I believe) to the ecu directly, to pin B16. I also have spliced into that wire from the middle wire coming off the VSS (signal wire). I'm currently getting 2.33 Volts in that wire, and 12v in the power wire on the vss, and have grounded the other wire.

Is 2.33v too low? I thought that it should be somewhere near 5v. Let me know what in the world else I can try? I've tested and tested but to no avail.
