I don't know much in the terms of aligning a car myself, but I was under the impression that the caster and the toe could be corrected using a couple of bolts.
Ask for a computerized print out of the alignment machine he's using and see how far the car is out of spec.
The tie rods control the toe of the car if I recall, I can't imagine they're completely maxed out however.
I'd take it to a 2nd shop like I suggested to see what they say.

the only way for your tie rods to be maxed out would be if the car has been seriously wrecked or had major damage to the front end. even then i don't see how u could max out both of them, usually it is just one side. but if that is what he is saying then their has to be something majorly bent or damaged under that car and he should be able to point that out before u replace all of these random parts. i mean even if u baought new tie rods they aren'tt gonna be any different then the ones u got so why can't they just adjust yours.
but what would be so damgaged under the car to have them both maxed out its all new parts under the car...i dont understand like muffinman said im going somewhere else today and get a second opion
update: i just brought the car to a repair shop and they told me that the outter tie rods are the wrong ones for that car so they need to be replaced...would that cause the problem of the inner tie rods bieng maxed out
