question about "balancer belt" and timing it..

i took this picture from the "how to change timing belt thread".. and i have a question about this balancer belt.
ive done minimal work on the accords, and this throws me for a loop. im used to working on single cams, and B series motors, and ive never seen this belt on a honda engine before.
the red arrow is pointing to the crank. behind that crank pully is the crank angle sensor.. but what the hell are those other 2 pully's for? right above the crank is obviously the tensioner. when i did the timing belt, i noticed the left pully had a indentation in the shaft, which is visible from the top. however the pulley on the right... im guessing oil pump. i didn't see any indicator on the pulley, or the backing plate. does that need to be balanced, aligned, or timed?
i ask because i just did the timing belt on the wifes car.. it runs fine.. but its loud. louder than before. kinda like it has a intake kit, but its stock. also, the loud noise it constant. it matches engine RPM.. so it has to do something with this belt and balancer.
In the picture you can see the DOT on the rear pulley, it should line up with that casting boss at about the 4 'O' clock position

ha! I never even noticed that in that picture
and I took the picture and did the write-up lol. that was a while ago and since then Hondadude has posted pictures of the alignment marks as well.
anyways, Built B16A, you can use those marks that Yamada pointed out or you can do as I described in the write-up. I used the method described in the write-up and it worked out fine but others have said they've had trouble that way so I would say it's just best to use the alignment marks. If had known about them at the time I probably would have as well, but I was following the Helm manual and used the method they described and didn't even look for alignment marks.

the left one in the picture would be the front balance shaft and the right would be the rear balance shaft. They are counter weighted shafts that run in-time with the engine to help eliminate vibrations and such. If you search around you'll see that some people have eliminated these shafts but I don't recall the company that makes the kit.

ok.. now i have my work cut out for me... off with the timing covers again. be back in a few hours.

ok.. got the alt/ac belt off, removed the P/S belt.. got those covers off, and the crank pully.. after looking at my balancer belt, and pully clocks, everything was timed right. and after removing the balancer belt again, and using the service port in the back, it was verified and correct. so after setting the balancer belt, i left the covers off.. and put all the belts on, and took it for a very short 1 block test drive, the noise is gone.
so it wasn't the balancer belt being off a tooth or 2.. it had to of been the tension of my timing and balancer belt. this time i only put the belts on snug, not somewhat tight. the alt. and P/S belt went on tighter, but the noise is now gone..
who knows.. just an update for those interested. thanks for the help guys!
