nope... you are missing a big bung that goes into the block.

Part #1 in this picture is the bung that goes into a block.
This illustration is for a 2000 ITR.
You will also notice that your pipe has an extra bung on it, but your thermotstat housing is missing a bung. That extra bung on your pipe must be for the heater of a different car.
If you hook up both ends of the oil cooler to the water pipe, it wont cool anything and water wont circulate through it. Thats why one end goes to the block with the bung you are missing.

Oh and I know this for a fact because I just put one of these on a B16A2 on SATURDAY, and had to take a plug out of the block and put a bung in it.
BTW, the bung is like a 5 dollar part
