Serious Question.
Okay, so today some punkass CHP pulled me over for no reason.
First thing he said, "do you street race?" I told him no, and then he said, "pop your hood" I said, "sure".
So he looks at my engine, and he looks at the engine stamp.
Then he goes back to his car and writes out a ticket.
He wrote me up for "modified emissions, state ref. certification required."
So my question is, is there anyway I can have my car pass the inspection at the state referee?
My car is a 99 civic hatchback cx with a 94 Integra GSR engine.

i think the only aftermarket part on the car is the AEM short ram intake.
and the dc headers.
but i think the headers are carb legal.
what ECU would i need? because right now im running with a P28.
Edit: I forgot to mention the rsx type s exhaust.

Edit: I just checked the headers and the intake and both have a label that says CARB # and some numbers after it.

Isn't it technically illegal to have another engine in a car without getting it BARd. And to get it BARd, you can only use an engine the same year or newer than the car..

yeah but your running an obd 1 engine in a obd 2 car, and im guessing your using a jumper harness to connect an obd 2 engine harness to a obd 1 computer. when you go to get tested for emissions they're gonna test your vehical as a 99 civic with an obd 2 ecu which you dont have.
just get ahold of a obd2 ecu. it should just plug right in and read as an obd2 . correct me if im wrong anyone. you just have to make sure there is no check engine light or funky things like that

Well, you're supposed to get your current engine ref'd, that's what the ticket is for. Normally, if you put another D16Y7 (CX/DX engine) in your hatch, you do not have to BAR it, it's just a replacement engine. Since you have an Integra engine, you need to go through the Bureau of Auto Repair (BAR) to get it certified. Although, since you got that ticket, you need to visit the ref anyway, and it'll be much easier for you to get the ticket cleared with a D16.
Unfortunately, as someone already mentioned, if you keep the B18, you're technically SOL since your engine is older than the car--but maybe if you convert it all to OBD2 maybe you could get it to pass BAR? Getting the certification isn't that hard, lots of people have done it. You pretty much just need to put everything back to stock, OEM specs and have the correct ECU and emissions gear. Check that thread, find a lenient ref station, and try to pass it...
Alternate solution: trade the GSR swap for a newer, all stock B16/B18 so you can BAR it. Or just go SOHC status....

dude... cali blows... In WI you can do anything (mod wise) without getting pulled over... the only thing cops here care about is your windows being "too" tinted or your subs being "too loud".
