Faile Emissions Test - 1991 CRX Si(D16a6)

Well, I need help translating what this stuff means because the guy at the inspection shop was NO help whatsoever. He just threw me the report and said "take it to your mechanic."
High Speed Emissions Low Speed Emissions

HC(PPM) 160(Read 224) FAILED / 166 (Read 235) FAILED
CO(%) 0.90(Read 5.47)FAILED / 0.93 (Read 5.51) FAILED
CO2(%) (Read 11.2) / (Read 11.2)
NOx(PPM) 1179(Read 620)PASS / 1304 (Read 365) PASS
Dilution(%) >6 (Read 16.7) / >6 (Read 16.7)
Now here is what I have on the car...
New K&N Air Filter(Stock Air Box/Intake)
New Cat Converter
New DC Sports Cat Back Exhaust
DC Sports 4/2/1 Header
New O2 Sensor
New NGK Plugs/Wires
New Distributor
Fresh Oil Change
No CEL's
When I bought the car I noticed it came with an AEM Fuel Pressure Regulator but I'll be honest...I have NOT touched it nor do I even know how to adjust it. Maybe this has something to do with it.
Other than the car having a sticky throttle cable I dunno what else could be the problem. If anyone has any insight into my problem I would appreciate it.

It could be the header! Eventhough DC headers are supposed to be smog legal, I have never passed California smog check with it on. It would pass visual because it has a CARB # on it but once they hooked it up to the sniffer it always failed. Try taking it off and put the stock one on.

A header is going to effect the emissions? I thought it only effected the flow of the exhaust, not the actual contents of it.
