Default opinions wanted, and will this setup pass smog?

Hey guys im a newbie to this place, but ne way i have been building an ls/vtec for my 91 ef hb for quite awhile now (like 2 yrs). taking so long cuz of a money issue.well here is what i have so far: i have a b18a block all redone with arp rod bolts and new pr3 pistons, slightly bored over.attached to that is a completely redone b16 head(all stock internals)with a jg edelbrock intake manifold and 68mm throttle body.also has act flywheel and clutch and a cheapo 4-2-1 header. ive been told to get a fuel press. reg. also to go along with the intake etc. is it needed?? jst askin cuz im low on cash.i want my car back its been too long.also i have a 0bdo ecu and dizzy and the car is obdo.i'd like to stay obdo but what am i going to have to do to get this motor to run right??? any input or opinions will help a bunch! oh ya, do you also think the car would pass smog like this??? i really hope so.ne way thanks. hope to hear from you guys.

you can convert it to obd1 there are a bunchof companies that make harnesses for our cars. and i take it you are a soldier being at ft bragg and all. but anyway so far you have a good platform i would say there is alot more room for improvement and you will definatly have fun with what you have so far! keep it up!

One thing to think about is... First of all you will need to get the motor BAR ref'ed to be legal.

And you have to have all the emissions equiptment for the motor.
And all of the CARB numbers need to be present for the aftermarket parts.

If the motor is OBDI then you have to be OBDI with the correct ECU.

thanks 4 the input, have a few questions... where would i go to get the motor BAR ref'ed? and what is that really? also what is all needed on the motor to pass?(the emission equipment). the block is an obdo b18a. how do i find out what year my cylinder head is? i have no vacuum lines on the intake so that worries me also.once again thanks 4 the input!!!!!!

The emissions includes...

PCV system
Evap system
Cat
O2 sensor
FPR
MAP
That is most of what you need, however the one person you need to abide by is the ref.

Here is the ref number 1-800-622-7733 call them and they will point you to the closest ref and set up and appointment for you.
