Are TL Type S wheels a direct bolt on for an 03 RSX Type S????
I tried searching, but I only found one thread that said they would and that didnt convince me. Any info please!

What about I found a decent set of wheels that I like, but they have a 48mm offset, will I be able to use them?

IMO...the TL Type S wheels are ugly. To answer your question...with the drop you're running you shouldn't have any problems. If you do, run a little smaller rubber and you will be fine.
