99 accord ex suddenly wont start
Drove car (99 accord ex) this morning, started fine, then this afternoon won't start, doesn't turn over at all, battery seems fine
bad fuse, or bad starter?
if it's a bad fuse, which one? the manual doesn't tell you which fuse controls starting/ignition

Do you hear a loud 'click' that seems to come from under the hood? Do the indicator lights come on? Manual or automatic? What color pants was your garbage man wearing three weeks ago?

no loud click, it's as if turning the key to the III spot is no different than the II or I spot.

possible starter issue or security system, if no security system >check first to see if the starter is getting voltage, is yes then swap it out
Ignition. Mine did that a few weeks ago when I went to start it in the morning and got nothing, I came home I turned it to the III pos. and after a sec the dash lights came on and it started right up. You should take it in for the recall if it hasnt been done already

First thing to do would be to call or stop by a dealer with your VIN, see if the ignition switch recall was done for your car. If not, do it, it's most likely the problem.
If that's not it, check your battery, make sure it's fully charged and take a little time to clean the terminals / terminal clamps with a battery terminal cleaner (they are a heavy duty brush made specifically for this job, costs $1 or $2 at your local hardware store).
If that's not it then there's a good chance that your starter is acting up, there are copper plates (solenoid contacts) that wear down over time. I've never removed my Accord's starter but when I removed my Camry's starter and took it to a shop, it cost $25 to have new solenoid contacts put on, the plunger reground, brushes looked at / cleaned, everything put back together and then the unit was tested.

If it occurs only when the weather is hot or the car is parked in the sun for a while, check you main relay it may need to be fixed or replaced. Heat and high internal cabin temps cause the main relay to get to hot and then it just won't work.
