Default headlight issue

the other day we had a bad storm and on my way from work there were a lot of flooded roads...no choice but to drive my lowered car through it...this morning when i was driving to work...smoke came from under my driver side dash..i notice the light on my instrument cluster didnt work,nor did the dimmer on the clock...the high beam stays on whenever i turn my headlights on...check the fuses and kinda checked the relay it clicks when i turn the headlights on but problem still exists...any answer to my dilemma?

Sounds like a circuit to circuit short that bypassed the fuses. You need a schematic and start tracing wires looking for burns.
