Timing wont adjust!

Default Timing wont adjust!

Or so I'm told. I wasnt at the shop when any of the following happened, my friend just asked me for help, but I'm stuck, I need your help.

(BTW im like 300 miles away from her right now, so i cant go check the car myself and fix it)
My friend went to get her car smogged and it failed, the guy at the shop told her it was her timing and it was at 23 degrees. He said he couldnt adjust it to any lower to the 16 it needs to be. So I am assuming he is adjusting it right, would there be other ways to adjust the timing, or could there be any other problems with the car? its a 92 accord ex

I would suggest that the timing belt needs to be checked.
Your description is indicating that the cam is a tooth off from corrrect alignment
