Two small Issues
I have a 2000 Honda Accord LX 4Cyl.
Question 1:
My Air Conditioning does work on levels 3 and 4 but just recently settings 1 and 2 stopped working. Why? and How do I fix it?
Question 2:
When I turn my steering wheel I hear a Humming/Whining/Winding Noise and I can feel a noticeable difference in my power steering. I am unsure where the power steering reservoir is located and I can only assume that it is low on fluid.
Could the shortage of PS fluid be the issue or am I going to have a larger problem and if so, how do I fix it?

I believe the A/C has recharchable unit that when low can cause symptoms like A/C falure or blowing hot air. You have to have the proper equitment to recharge it. So, unless you have it, dealership is your best bet.
As for your second question, yes, it sounds like it's simply your power steering fluid. Replace that and you'll be good as new.
