Vibration under braking, help a newbie out.

So I've had a '90 DX hatchback for about a month and for the most part its great, runs fine, great fuel economy etc. I got it for a good price and I figured I could teach myself how to work on cars with it. Here's my problem, when braking the rear end of the car vibrates, up to 40 mph you won't notice it, when braking from 70 or 80 mph it's rather violent. When I depress the brake peddle a little harder it gets slightly better. I assumed that my drums were warped, so I replaced the drums and shoes and nothing changed, it was exactly the same. So I'm stumped. I've been given two different theories on whats causing it. The first one is that the rust has compromised the rigidity of the frame and that if I stiffen up the frame it'll get better. I was already planning on stiffening up the frame so I ordered some new strut and tie bars, but somehow that doesn't seem right. The other theory I've been given is that the wheel bearings are shot but I don't really know enough about cars yet to know if this makes any sense. If anyone has had any experience with a problem like this or has any ideas on how to fix it I'd really appreciate the help. Thanks a lot.
okay whoever told u abouth the frame shouldnt even change their oil. okay ur wheel bearings u would notice when driving, it would have a sort of grinding metal on metal sound. best palce to start is put ur car on a lift(recomende to look closer with more room and detail) look at everything that can move. spin ur wheels push up and down the suspension. try and rock the wheels at 12 and six and 9 and 3. that will help determin if something bad within that wheel.
