98 Prelude Transmission -what is that pipe sticking up supposed to be connected to?

Default 98 Prelude Transmission -what is that pipe sticking up supposed to be connected to?
Its on the shift arm cover, is it just supposed to be plugged?

It's the vent, there is a special vented cover for it. Don't plug it...
