Default ZC swap gone bad any suggestions??

well im kinda lackin info on this car here. but heres what i know. this guy i know has a 86-89 integra. took out the old motor, put in a ZC put on the entire intake manifold from his old motor. the ZC motor was carburated. anyways it fires up, but for some reason it goes all the way to redline. so he just shuts off the car. now it continues to do this. any suggestions???

First, how tight is his throttle cable?
Is the arm stuck or broke?
What happens when you put it into gear and try to drive it?
Any vacuum lines missing?

throttle cable is fine. nothin stuck or broken. 1 vacuum line not hooked up. shouldnt run to redline either way. just does it on its own. weird.
