What slick size and rims to use?

What slick size and rims to use?
Its goin to be a bolt on h22 with a ITR tranny w/ 4.4 final. From what i have been reading h22's with bolt ons trap around 110-114 so i want to make it so im at the very end of 4th gear. Should i get 15's or 13's? Will i need 8.5's or will 7.5's be wide enough for my amount of power. I was thinking m and h 23x8.5x15 or 23x7.5x15. Sorry but this will be my first time drag racing a FWD car
