i have a p28 ecu from a 95 ex. its not chipped or reprgramed, although i wish it were ar else i wouldnt be trying to get rid of it. it works perfect, looks mint, it is mint. i bought it through ebay and it was suposed to have the mugen program, but i got ripped off and its a stock one. so if this is what you want, let me know. make an offer.
