that is your low side (I think) refrigerant valve. Should have a little plastic cap on it though.

Yup, as long as that is the low side(pretty sure it is) and not the high side, that is where you can fill the system with refrigerant.

yes, that is the low side of the a/c system, where you check/fill the a/c with refrigerant, if needed. You are missing a little green cap that covers the valve, but as long as you clean it out before you fill the system, there's no problem, the valve is what seals, not the cap
