Default Wont rev past 1k with chipped po6!! HELP

Ok guys heres my setup
1998 Honda prelude 5 speed

Engine: Naturally aspirated JDM F20B DOHC VTEC

Situation:
Cars runs on Stock obd2 ecu but runs a little rich. T
he car throws no codes.
Runs perfectly but havent reved it past 4k for safety.
The only thing not working is my speedometer(once again no CEL).

I am trying to tune the car with my friend on Chrome pro.
We are using an obd2a-obd1 conversion harness and chipped po6/with vtec

The car idles fine but wont rev past 1.5k rpm while moving. Sometimes it will rev past 1.5k when the car is at a stand still, sometimes it wont. It feels as if there is a rev limiter. Can this be related to the Vss?

We tested the ecu in his integra and his car ran perfectly!

Once again i plugged in the stock ecu and car runs perfectly!
