oem lights doenst light up good

i have 98 ls at night i cant even see the road good i bought aftermarket bulbs for $40 its still the samething any ideas ? or any setups that can show me? >< thanks

Polish the lenses if they need it, buy actual good headlight bulbs, not some blue coated pile of sh*t, OSRAM SILVERSTARS( not sylvannia silverstars) are one of if no the best aftermarket bulb on the market right now. Which style of bulb??
