Yes, but not in the US market. It's Supersonic Blue Pearl, commonly found on the 98-99 GSRs. This was a stock color in Europe and Asia.

Looking for another Civic?

In the US there were never blue Civic hatchbacks for '96-'00.

6th gen USDM Civic hatchbacks only came in:
Midori Green Pearl ('96)
Granada Black Pearl ('96-'97 DX)
Flamenco Black Pearl ('98-'00 DX)
Taffeta White ('00)
Vogue Silver Metallic
Dark Amethyst Pearl ('97-'99)
Roma Red

Okay, first off a DX would have a rear wiper. This has a CX spoiler too. This car has also been repainted. The door jambs are black. The DX came in Granada Black for '96-'97 and Flamenco Black for '98-'00. CXes didn't come in black. I also don't see any door jamb stickers, so I suspect the black paint is also not stock. The Civic emblem is also in the wrong place, more evidence of an aftermarket paint job, though I believe that's fairly obvious.

So this hatch could have had the wiper removed or have a replacement hatch door (meaning high possibility of damage to the car) or the car could be a Canadian model that is still very similar to the US hatches (so nothing really cool). It'd still have a D16Y7.

I would expect it being a Canadian car would be mentioned though.

Even if it were Canadian, this is not stock paint.

most of the parts they use are hot.
i use to live in washington about 4 months ago.
checked out what looked to be a "clean" dc2
none of the vins matched

As a Canadian i can say that in Canada the DX's came with a rear wiper, so no i don't think its canadian, actually a lot of the CX's came with a rear wiper as well, internally i belive they are known as a CX-G, according to my '96 civic sales brochure there was what honda termed a "high value option package" for the CX, it gave you the following:
-power steering on vehicles with manual transmission (standard equipment on Automatic CXs)
-tachometer
-rear wiper
-passengers side airbag
-driver and passenger vanity mirrors
-AM/FM stereo with clock
-Upgraded interior upholstery

Hahaha HOnda World??? Up by the old Mt T High School??? The owner, Vadem, is a [pejorative]. He went to high school w/ me before he dropped out. Definately involved in the black market. F that dude and F Honda World.

yep thats the one, but if you decide to buy a car from them or just wana freak with them ask them a bunch of questions. thats what i did said it was a trade in and came like that good dealership for imports is Cruzin Auto Imports by Yelm. most of their cars are already modded and ricey buy they get some freaking sick trade ins. good people too. to the OP hope you got a legit car.
