1999 Accord Problem? HELP!!!

Default 1999 Accord Problem? HELP!!!

Ok, I'll get straight to the problem...my brother has a 99 accord and his head was warped and got it fixed. But now, the guy who fixed it said that their is something wrong with my brothers vtec. Now the car wont even shift past 4,000 RPM and plus with the fukcing gas prices these days my brothers car eats up gas like nothing. I know it could be the vtec but just wanted to know if there was any other possibilties. Oh and its of course an automatic. If someone could help tell me whats wrong with it that would be great or if you have had similar problems. Thnks....

Sounds like it has either bad timing or there is still some compression loss. Did that guy resurface the head before putting a new head gasket?
