confused about tint. difference between tint % and visible light trans %?

I went to a shop and the person said for texas the law was 35%. but i think she was talking about the tint % not the visible light transmission % because in the laws it says it is 25% visible light transfer.
There was a chart up there that that had 2 rows. It looked like this
Tint |5%/20%/35%/50%
VLT |8%/16%/38%/51%
she said that some of the percentages were wrong on the bottom, like the VLT for the 3

Why is it like this. Some places have 2 pertentages, and the laws only do the VLT %. It makes it really confusing!
Is she right about this? I looked at this sample that had the 35%/20%/5% TINTS(not VLT I think) and the 35% still looked really light compared to the other ones. I think those were the right numbers. Heres a picture from my crappy phone.

Does that look right? I'm thinking about getting about getting the middle one all around. So that would be according to the chart 16% VLT? Is that right? that seems pretty low haha.
Also, If I do illegal tint, what is this about inspection? Like is there a place I can go that won't care about tint?
