Block off plate on head???

Block off plate on head???

I have a SOHC ZC, and on the left back side there is a block off plate. My ? is, what went there. I have herd that it was something to do with v-tec, or smog control.

It was a carbed motor and that is the spot where the cam driven fuel pump would go originally.
