Hahaha There is a speaker in the ICM and is it a beep that represents high beams on, or key in ignition with car off and door open?

Sounds like an ICU (Integrated Control Unit) problem. Do you also have issues with your intermittent wipers not working or working randomly? Does your rear defroster work? Do you (not)have the door-ajar chime or chime when the key is left in the ignition? If you do, check this thread out on G2IC.com

http://g2ic.com/forums/showthread.php?t=127170

My old DA had that problem, swapped out the ICU though instead of following the repair DIY. BTW, the ICU is located on the back of the interior fuse box.

Another note: Although the author of that DIY only stated that the ICU issue appeared '90-'93 Integras and '90-'93 Accords, I had the same ICU problem in my '95 Integra and fixed it the same way.
