I don't remember saying that.
The CTR replicas I've seen for the '96-'98 usually look pretty similar, but I've never inspected one up close. So I'm not sure why I'd describe little differences like that (never really noticed them in photos either).
The '99-'00 CTR/Si style lips are much more flared along the bottom than the rear deals. The '99-'00 style lips basically look like cartooned versions of the real lip.

Sometimes replicas say the brand of the car they go on, presumably so they know it's for a Honda and not for one of the other cars they might sell lips for.

This looks like some sort of CTR replica lip to me, but there's a chance it's something I've never heard of.
It looks like there might be some sort of rubber seal along the top that's been painted over. I'm not sure what that is from these photos.

If the op says it has Honda written inside it, it could be a knock off, and it could be an actual OEM part in whichever market it came from.
That doesn't look like any knock off lip I've ever seen, if it was a copy of anything they did a poor job copying, and when you think of it those fake replica lips are only out there because they're mass produced cheap. There isn't a massive amount of these.
I'm thinking one of two things, this was either an original design from a certain body kit/part maker which made a very small number of these, or it's an OEM Honda part from some country made for 96-98 models which isn't altogether impossible. Does anybody remember the optional USDM front and rear lips for 96-98 civic sedans/coupes? I've only seen one of the fronts ever in person and one car on the net which had front/rear.

looks like a beat up knockoff. the sides are squared. on a real lip the sides are rounded. the bottom sticks out so it looks as if its been in the heat for a long time.
knockoff that has had soem filler put in it or something

Yes, I have that lip kit. Though it was available only on the coupe for 1998 in the US, it was available in other countries as well (for hatches and sedans mainly). I know they were sold in Europe and Japan and South America. I would be willing to bet they were sold in all countries that there was a '96-'98 Civic coupe, hatch or sedan.
It is VERY uncommon for a trim level to have it's own lip kit which isn't available in many other countries. The Type R ('99-'00 front lip not included since it's the same as the optional '99-'00 lip everywhere) is the only one I can think of off hand.
The chances of this being a real OEM lip kit for only one country (or very few) is incredibly unlikely.

That's what I was thinking, but would it even fit? Looks to be an Integra type r style lip
Hey, look how bored I am!

This is the closest I found so far.

The type R style lip looked like it might have been right, but the sides had a subtle sharp angle that looked dissimilar to yours. This one looks more similar, but doesn't dip down in the grille like yours does.
