What state are you in? Every state has different laws. But it would seem to me that if you can't get a drivers license, you can't get a permit for a motorcycle. You have to have a driver's license in order to operate a motorcycle, and in addition to that you either need to have a permit, or your endorsement, which is more like an add-on to the license.

Way to go buying a new GSXR without a license though. Top notch.

i don't know why dealerships allow you to leave the lot without a lot. or at least why there isnt some sort of legislation in place that forces dealerships to check for licenses.

my buddy just bought an sv the other day and rode it ride off the lot and the guy didnt check for a license or anything.

Why should they? "There is a potential for somebody to do something illegal, therefore we should make a law to remove that potential" is not a sound legislation strategy. It's not the government's job to make sure that you don't do something illegal - it's you responsibility, it's the government's job to hold you accountable for the illegal things that you do decide to do. Don't tie everybody's hands just to prevent some halfwit from hurting himsef.
