When are the EXs in VTEC mode?

When are the EXs in VTEC mode?
I've heard so many different things on this. From 3500 RPM+ to 2700 RPMs.
Most people say the car is in VTEC between 2700 and 3400. At 70 MPH in 5th gear the car is revving at 3400 RPMs. Does that mean if you do 80, you'll suffer significantly worse gas mileage? Or if you rev past 3400 it hurts you badly?
