Why can't I lower my car more?

I just completed front install of Koni ride height adjustable suspension kit for Civic 92-95. I used Civic dropforks, ITR upper mounts and bump stops. Everything went fine but even on lowest spring perch setting my car is very high. Rear suspension is still some Monroe **** and sits very high. But I can't explain why front Konis do not want to go lower. The picture is lower perch set 1cm above lower end of the thread. It will not sit lower if I take the perch down to the end (spring does not have any pretension then). Any ideas of what went wrong? Maybe ITR bump stops are too thick?
PS. I used brake line holders (ITR) and mounted drop forks in their original position. I can still remove those holders and put forks higher - this gives about 20mm.
PS2 - Koni shocks are 1.5-2cm longer then stock CRX in front and 1.5-2cm shorter in rear.

I don't know about the type of suspension that you used but when I installed mine I had to cut the bumpstops in half as well as the metal lid cover that goes over the shock. What might be happening is that you're either on top of the bumpstop or the lid cover is meeting the shock and not letting it go down anymore.

I wouldn't say ride is bumpy. But keep in mind I'm used to H&R coilovers and -7cm lowering with very harsh ride. Dust cover goes over the shock body easily. Bump stop is from ITR, poliurethane big thing, we have smaller ones in CRX I think. Is that possible that shock does not go lower then stock CRX height? Koni tells I can lower (Civic 92-95) up to 60mm easily or go extremely low for shows but thats not recommended for ride quality. Is 4G so much different (about 8-10cm!!!) from 5G?. I heared lots of you guys use ITR suspensions, ITR shock compared to Koni I have is 2-3cm longer.
I wanted my car lowered just a bit (-2 to -3cm) in summer and stock in winter but that's +2 highered
